IMPLEMENTATION PLAN YEAR 1 HIGHLIGHTS
The West Virginia Council for Community and Economic Development proposes the action items contained in this wide-ranging plan. The Council and its partners are ready to take action to make West Virginia a better place. The Council seeks active collaboration with other stakeholders to implement this plan, a living document that enumerates detailed, specific actions for the next year. Many of these projects will take years to accomplish fully. But we must start now.

INTELLECTUAL INFRASTRUCTURE IN THE 21ST CENTURY
Educational Attainment

  • Expand PROMISE Scholarship Program
  • Provide cash awards for GED completion
  • Increase interaction between educators, students and business
  • Increase coverage of the West Virginia Access Center for Higher Education
  • Worker Training

  • Ensure demand-driven post-secondary technical education system

    Research and Development

  • Create R&D-focused public/private partnership
  • NEW ECONOMY: NEW CHALLENGES AND NEW SOLUTIONS
    Diversify Economy

  • Upgrade WVDO's existing business and industry program
  • Reassess WVDO's targeting efforts
  • Establish $10 million Sunny Day Fund
  • Expand WVDO's export efforts
  • Expand Film Office and appoint Film Council
  • Create communications program with natives and college graduates
  • Tie tourism and economic development efforts together

    Capital Formation

  • Amend the West Virginia Capital Company Act
  • Create one-stop shop for all finance programs
  • Evaluate creating statewide Small Business Investment Corporations
  • Increase Entrepreneurship

  • Increase staff and budget of Small Business Development Centers
  • Create statewide system of regional incubators
  • Support development of regional entrepreneurial forums
  • Create Loan Guarantee Program
  • Create small business ombudsman staff
  • Create one-stop service for small business
